Jining City bureau revamps performance evaluation process

The Quality and Technical Supervision Bureau of Jining City in Shangdong Province, China, has implemented a collaborative workforce relationship management solution from BroadVision OnDemand, a subsidiary of BroadVision. The CLEAR High Output Management (CLEAR*HOM) system is delivered using a software-as-a-service (SaaS) model and incorporates Web 2.0 functionality and a user-friendly interface.

"After a comprehensive evaluation, our department selected the CLEAR*HOM solution to help us control and standardize the performance evaluation process," says Zhang Xizhou, director general of the bureau. "Less than a month after implementation, we have consolidated performance evaluation procedures and now manage them effectively using a single server for all subsidiary districts, cities and county units."

With the solution, the bureau involves the entire workforce in the performance valuation process, according to a press release from BroadVision. It uses CLEAR’s 3P (People, Position, Performance) compensation planning tool and a rich knowledgebase to develop goals and processes, and to learn about best practices. A worksheet automatically adjusts an individual’s or department’s compensation plans based on evaluation results. The solution allows the bureau to conduct different types of performance management processes, either annual reviews or management-by-objectives tracking. The human resources department can generate 25 prebuilt reports with a few clicks, according to BroadVision.

The Quality and Technical Supervision Bureau employs more than 1,000 people and has three sub-bureaus, six regional offices and 11 local offices.
