Bailey Spencer is vice president, government for Open Text, Inc., responsible for sales and support of ECM solutions in federal defense, civilian and intelligence agencies, as well as to major federal systems integrator customers. In addition to previous positions as VP of Enterprise Application Services at Unisys Corporation and director, Federal Civilian and Homeland Security Sales for SAP Public Services, Spencer earned a masters’ degree in public administration and was a Littauer Fellow at Harvard’s John F. Kennedy School of Government.
