Niall Sinclair

Niall Sinclair was appointed Director, Knowledge Management Initiatives for Public Works and Government Services (PWGSC), Government of Canada in October of 2002. He is responsible for developing and implementing a sustainable KM framework that integrates technologies, processes and people for PWGSC.

Prior to this appointment he was Director of Information Management, in the Chief Information Officer’s Branch of the Treasury Board of Canada Secretariat where he was responsible for establishing a sustainable Information Management framework for the Government of Canada, especially in regards to the delivery of key initiatives such as Government On-Line. While at Treasury Board he implemented Government IM standards for metadata and controlled vocabulary.

He immigrated to Canada in 1993 and joined Stentor as Associate Director of Information Management, with responsibility for Systems support and development, project management and data management. While at Stentor he pioneered the concepts of change management, customer relationship management, and knowledge management. Prior to his present position, he worked in the private sector, mainly in the UK, as an information professional, starting his career in computer operations, before moving into systems development, information management and knowledge management. He is the author of numerous papers and articles on IM and KM, and has been published in England, the United States and Canada. He is a member of the advisory board for the Queen’s University research centre for knowledge-based enterprises, and of the adjunct-faculty of the Institute for Knowledge Management at the George Washington University in Washington.
