Intelligence communities face mounting data analysis challenges. The volume and diversity of information that is of potential intelligence value is outstripping the capabilities of conventional tools. The need to quickly and continuously glean what is truly relevant and act upon it has become even more urgent. Currently, data analysis is fragmented into separate tool-related processes that produce independent insights and, in special circumstances, predictive models. But these processes do not produce an integrated result... Posted June 02, 2006

The Minnesota Department of Revenue (MDOR) oversees the state’s revenue system, which is made up of 28 state taxes and local property taxes collected by county governments. The department serves 2.4 million taxpayers and processes approximately 3.6 million tax returns annually. The Situation: The Need to Streamline Tax Processing The department’s legacy mainframe system was 30 years old and relied on sequential batch processing of massive volumes of paper, and was itself merely an automation of historic manual processes. It was difficult to manage and relied upon labor-intensive processes that grew more expensive each year. Posted June 02, 2006

The amount of information government agencies handle today is greater than ever. Information exists in many forms such as email, faxes, paper files and electronic records. The challenge is handling all these types of documents while trying to improve service to citizens and other government agencies. The Underlying Challenge Information—whether it’s a physical piece of paper, electronic file or a fax—is the underlying component in government processes. The key to improving process efficiencies and cost effectiveness is managing the information flow. Posted June 02, 2006

The value of correspondence management is more often than not overlooked and underestimated in organizations around the world today. And, in a world that is becoming more and more information-dependent for a variety of reasons—security, legal/regulatory requirements and organizational efficiency, to just name a few—just the opposite should be true. As more people become wired, the use of electronic communication to interact with any organizations, especially government agencies, is becoming more and more pervasive. Posted June 01, 2006

The long tail was first described by Chris Anderson, editor-in-chief of Wired.1 Anderson points out that the assumptions we use to make scarcity-based decisions in the offline world are turned upside down by the Internet. Online, it costs practically nothing to add another piece of content to a collection or another SKU to a supply chain. It consumes no additional shelf-space because online shelf-space is infinite. It doesn¹t have to be held in on-hand inventory because it can be sourced at the time of an order. Similarly, serving one more user costs practically nothing. Even if taking on 10,000 additional users incurs additional costs in hardware and bandwidth, this pales in comparison to the outlay for construction, staffing and supply infrastructure for new buildings. And the potential benefits are enormous. Posted June 01, 2006

Dissecting the Public and Private Sectors ”Have To” vs. “Want To” My question was simple: What are the main differences between the ways the public sector—government agencies, administrations, defense organizations, civilian agencies—deploys technology solutions versus the ways its private, commercial counterparts do it? My initial guess was spelled out in the title of this article: There’s “Have To,” and then there’s “Want To.” I took this basic premise into two conversations this month—one with Jan Rosi, president of TOWER Software North America, and one with Steve Papa, founder and chairman of Endeca.
