Mr. Peter Barcelo Jr., (LCDR USN RET), a native of Coral Gables, FL. is Chief Executive Officer at Applied Knowledge Management Systems, LLC, providing consulting and training at the system, operational and tactical level for military, government and business applications in Knowledge and innovation management, electrical/computer engineering, and six sigma.
Previously, he was a MacAuley Brown contractor, Knowledge  Management Officer at United States Southern Command (USSOUTHCOM).  Responsible for developing Knowledge Management training, initiatives  and related processes with regards to people, processes and technologies  to enable effective and efficient problem solving, decision making,  innovation, and a learning organization, in support of the CCDR's decision making process. 
While on active duty as  Readiness officer USSOUTHCOM, he assisted USSOUTHCOM's HQ, components  and JTFs in analysis of critical readiness issues. This included counter  drug and terrorism and the Global War on Terror, providing senior  leaders up through CJCS, SECDEF and Congress a capabilities-based,  adaptive, near real-time assessment of USSOUTHCOM's readiness to execute  its portion of the National Military Strategy via the Chairman’s  Readiness System. To this end he used the Defense Readiness Reporting  System, the Joint Forces Readiness Report, the Joint Training  Information Management System and the Joint Lessons Learned Information  System and worked to solve any existing capability gaps via the Joint  Combat Capability System.
A graduate of the University of Miami, B.S.  Physics, 1979 and M.S. Electrical Engineering, 1982 and a 1995 graduate  of Florida International University, M.S. Counseling. He worked at IBM  as an electrical/computer engineer, 1982-1992 and at the University of  Miami Medical School and Children’s Psychiatric Center, 1994-2001 as a  licensed psychotherapist, and has served on active duty for special work  several times between 2001 until present at USSOUTHCOM. He received a  direct commission in the Navy Reserve as an Engineering Duty Officer in  August 1989 and is a fully qualified Engineering Duty Officer. He has  served in several Navy Reserve units including Shipyard, Naval Control  of Shipping, Military Sealift Command and USSOUTHCOM units. 
Mr. Barcelo is certified knowledge manager, a member of the University of Miami College of Engineering  Industrial Advisory Board and Naval Reserve Association. He is a Deacon  at his church, a licensed pilot, scuba diver, realtor and he speaks  fluent Spanish and plays drums. 
His awards include the Defense  Meritorious Service Metal, Joint Service Commendation metal, Joint  Service Achievement medal (3), Joint Meritorious Unit and Navy Unit  Commendation.
