William Balko is the Chief Knowledge Officer (CKO) Defense Information Systems Agency/Development and Business Center at Fort Meade, Maryland. Responsible for improving the Agency’s and Center’s performance as a top learning organization. Responsible for designing the enterprise knowledge architecture, conduct research, lead implementation planning, and provide expert consultation and oversight for the Agency’s knowledge management activities. As the CKO, responsible for developing and implementing a wide variety of innovative, multi-disciplinary processes and mechanisms to encourage the identification, sharing, retention and reapplication of knowledge across the Agency’s workforce to improve decision making to provide information sharing capabilities, and a globally accessible enterprise information infrastructure in direct support to joint warfighters.
