Burton has been Senior Advisor with the Office of eDiplomacy since its founding in June 2002 as the Department of State's organization with enterprise-wide responsibilities for knowledge management. He is the principal architect of the Department's Knowledge Leadership initiative, which encourages and enables Department personnel to find and contribute knowledge and expertise anywhere, anytime. He advises the Office Director and others on the full range of issues covered by eDiplomacy, with a special emphasis on growth of the Knowledge Leadership strategy. He has helped shape numerous eDiplomacy initiatives for knowledge sharing and organizational collaboration. He has spoken frequently to groups in the Department, other agencies, foreign affairs departments and other outside organizations about State's Knowledge Leadership program and experiences.

A retired Senior Foreign Service Officer, Burton served in London, Tel Aviv, Madrid and Asuncion, and in numerous Washington-based positions dealing with arms control, international security, NATO affairs and East-Wet relations.  He holds a degree in international relations from Syracuse University and an MBA from Georgetown University. Before joining the Foreign Service, Burton was a newspaper reporter and editor.
