AMS gallops away with Kentucky contract
American Management Systems (Fairfax, VA) has won a $28.5 million contract to provide a financial, budget and procurement system for the state of Kentucky. The MARS (Management Administrative and Reporting System) project is part of Governor Paul Patton's Empower re-engineering effort initiated in 1996, which is expected to save the state $108.5 million in general fund dollars over the next six years. The MARS project will reach every branch and agency of Kentucky government, and will incorporate process re-engineering, reusable software solutions, change management, workflow management, Internet technology, data warehousing and electronic commerce capabilities. Senator John McCarty approved the contract, citing AMS' track record in statewide financial systems, service and ability to work in partnership with its clients. "We're the first state to initiate a re-engineering project that is this far-reaching and innovative," he said. "AMS has excellent credentials to support such an important project, and what stands out about them is their reputation for service and partnership in implementing change of this magnitude." The system, which will be used directly by approximately 3,000 employees, will be implemented over the next 17 months.
